The problem of social orphanhood "Children are not born difficult - they just didn't get help in time..." social orphanhood. The concept of social orphanhood A social orphan is a child who has biological parents, but for some reason they do not raise the child and do not take care of him. In this case, society and the state take care of the children. Social orphanhood is a social phenomenon caused by the presence in society of children left without parental care due to deprivation of their parental rights, recognition of parents as incompetent, missing, etc. Preconditions for social orphanhood Growth in the number of divorces and the number of incomplete families Social lifestyle of a number of families Decrease in the level of incomes of the population Increase in psycho-emotional overload in the adult population Distribution abuse with children in families “Hidden” social orphanhood A qualitatively new phenomenon is the so-called “hidden” social orphanhood, which is spreading under the influence of the deterioration in the living conditions of a significant part of families, the fall in the moral foundations of the family, which results in a change in attitude towards children, up to their complete displacement from families, homelessness huge amount children and teenagers. Causes of social orphanhood Voluntary refusal of parents (more often mothers) from their minor child, most often it is the rejection of a newborn in a maternity hospital. Within 3 months, the parents (mother) can change their mind and the child can be returned to the family. 2) Forced removal of a child from the family, when in order to protect the rights, life and interests of the child, parents are deprived of parental rights. This mainly happens with dysfunctional families in which parents suffer from alcoholism, drug addiction, lead an antisocial lifestyle, are incapacitated, etc. Ways to overcome this social phenomenon 1. Stabilization of socio-economic and political processes in society. 2. Revival of the spiritual culture of the nation. 3. Economic, legislative, social support for the family, motherhood and childhood. 4. Revival, development and promotion of the best educational traditions based on humanism, love and respect for the child.6. Improving the system of placement of orphans. For real happy child maybe only in a family There is nothing more painful in this world Than to meet the gaze of an orphan child In his eyes of spring dawn A heartfelt question: “Mom, where are you?” I hide my eyes, I am ashamed, bitter, sorry ... ? His little hands are reaching for the gift, But there is no sweet mother nearby, Forgive me, baby, I look into your eyes And my heart cries deeper and more painfully, Do not take away childhood from a child! Do not leave, mothers, children! Crazy world, offended children, Where are you flying, where are you rushing? All the beauty, all the gold in the world Are not worth even the tears of an orphan. Do not leave orphans, look how your kindness pleases them, Take someone else's childhood in your arms, Not thinking that this is an orphan.

Service work orphanage on the identification and prevention of social orphanhood Soc. teacher V.V. Kunitskaya 2017

The hardest part of working with children is working with their parents. Old school aphorism.

A social orphan is a child who has biological parents, but for some reason they do not raise the child and do not take care of him. In this case, society and the state take care of the children. The concept of social orphanhood.

Social orphanhood has a negative impact on the physical and mental health of adults and children. Thus, there is a dysfunctional family - a family in which the structure is broken, the basic family functions are devalued or ignored, there are obvious or hidden defects in education, as a result of which “difficult children” appear.

Consequences of life and upbringing in a dysfunctional family: child neglect and homelessness; runaways from home; sexual promiscuity; offenses and criminal activity; and alcoholism; addiction and substance abuse.

Social orphanhood The Convention is the only international treaty that has been ratified by the vast majority of existing states. According to Art. 20 of the UN Convention on the Rights of the Child, “A child who is temporarily or permanently deprived of his family environment, or who, in his own best interests, cannot remain in such an environment, is entitled to special protection and assistance provided by the state.”

A qualitatively new phenomenon has been discovered - the so-called "hidden" social orphanhood, which is spreading under the influence of a deterioration in the living conditions of a significant part of families, a fall in the moral foundations of the family, which results in a change in attitude towards children, up to their complete exclusion from families, the homelessness of a huge number of children and teenagers. "Hidden" social orphanhood

Reference data: Currently in Russia, according to official data, from 731 thousand (state data) to 1 million (data of the Russian children's fund and other experts) orphans and children left without parental care. Homeless children range from 2-2.5 million (state data) to 3-4 million (according to the estimates of the Federation Council, the RF Prosecutor's Office and independent experts). Every sixth child in Russia is in an acute disadvantaged situation.

Prevention is science-based and timely actions taken to prevent possible physical, psychological or socio-cultural conflicts among individuals at risk, to maintain, maintain and protect a normal standard of living and health of people, to assist them in achieving their goals and unlocking their internal potentials.

Many social institutions should take part in the prevention of homelessness, neglect and social orphanhood: Administrative structures of various levels; social services; Medical organizations; Preschool; Educational institutions, etc.

The purpose of the Service: - prevention of social orphanhood; - ensuring the priority right of the child to live and be brought up in his own family through the implementation of socio-psychological and pedagogical assistance to children and families in a socially dangerous situation living in the Komsomolsky district of the Khabarovsk Territory.

Areas of activity of the Service: Identification of children living in families in a socially dangerous situation. Identification of children left without parental care and in need of establishment of guardianship or guardianship over them. Rehabilitation of a child temporarily removed from the family. Comprehensive support for families. Advising citizens on the upbringing and protection of the rights of children in a socially dangerous situation. Interaction with citizens and organizations in addressing issues of protecting the rights of children, supporting and accompanying families and children in a socially dangerous situation. Corrective and rehabilitation work with parents in order to return the child to the birth family or to keep the child in the birth family.

information from legal entities and individuals about the socially dangerous situation of the family and about children in need of protection of their rights and interests; available information about the birth family of a pupil of KGKOU Orphanage twenty; according to the results of a survey of the living conditions of children and their families, which is carried out by specialists of the Service at the place of actual residence of minor children. Identification of "signs" of social orphanhood:

Technology of work of specialists of the Service with a dysfunctional family. 1st stage: study of the family; 2nd stage: primary survey of living conditions of a dysfunctional (problem) family; 3rd stage: acquaintance with family members and its environment; 4th stage: acquaintance with those services that have already provided assistance to the family; 5th stage: study of the causes of family dysfunction; 6th stage: study of personal characteristics of family members; 7th stage: drawing up a family map; 8th stage: coordination activities with all interested organizations; 9th stage: drawing up an individual comprehensive program of work with a dysfunctional family; conclusion of a cooperation agreement; 10th stage: current and control visits to the family according to the plan; Stage 11: forecasts, conclusions about the results of working with a dysfunctional family.

Conclusions: Prevention of social orphanhood is a real necessity. Prevention of social orphanhood includes a system of measures related to the study and forecasting of neglect, homelessness and social orphanhood of minors, aimed at suppressing negative factors influencing the formation and development of personality. Work on the prevention of social orphanhood in preparing the younger generation for responsible parenthood must begin with the formation of positive parental attitudes that would contribute to the formation right approach to creating a family.

slide 2

A social orphan is a child who has biological parents, but for some reason they do not raise him, do not take care of him. In such cases, society and the state take care of the children. To the number social orphans includes children whose parents do not actually care for them, but are not legally deprived of parental rights. Thus, social orphanhood is a social phenomenon caused by the presence of children left without parental care as a result of depriving them of the opportunity to meet their basic needs.

slide 3

Dysfunctional families can be conditionally divided into two large groups. The first group - families with a clear (open) form of trouble. These are conflict, problematic, asocial, immoral and criminal families, as well as families with a lack of educational resources (single-parent families). The second group - families with a hidden form of trouble (internally dysfunctional). These are outwardly respectable families, however, in them the values and behavior of parents diverge from universal moral requirements, which also affects the upbringing of children.

Legal support social protection of the population of the Russian Federation is built on the basis of the Constitution of the Russian Federation, in the 7th Article of which it is said: Russian Federation- a social state whose policy is aimed at creating conditions that ensure a decent life and free development of a person

Slide 7

The legal foundations for social protection of this category of children are 3 basic laws - Family RF Code, Civil Code of the Russian Federation (Part 1) Federal Law of the Russian Federation dated December 21, 1996 No. 159-FZ "On additional guarantees for the social protection of orphans and children left without parental care", as amended and supplemented by the Federal Law of February 8, 1998 No. 17-FZ.

Features of social orphanhood:

1) a constant increase in the number of orphans and children left without parental care; 2) aggravation of the problem of child abuse in families; 3) increase in the number of socially disadvantaged families; 4) cancellation or reduction of social benefits; 5) a sharp increase in the number of neglected children, the worsening of the criminogenic situation among minors; 6) low level prevention of social orphanhood, slow decision by the guardianship and guardianship authorities of issues of living arrangements, upbringing and the future fate of children.

Slide 10

The main reason for the growth of social orphanhood is explained by the difficult socio-economic situation in the country and, as a result, the widespread family distress, as well as the lack of mechanisms for identifying "difficult" families at an early stage, insufficient prevention of this problem.

Reasons for "obvious neglect": lack of control by adults, emotional rejection of parents from minors, dissatisfaction with the basic needs of adolescents. Reasons for "hidden neglect": insufficient control by adults, excessive prohibitions, excessive and irregular severity in punishment for violation of requirements, material support is a priority in relation to other parental responsibilities.
